Actually, I've heard that one before... my teacher gave it to us in my Advanced Placement Government class in high school.

Not just endemic to Congress, I'm afraid. My government is about to fall any day now over corruption and crookery. :-(
Canada is that last standing respectable government, I do believe, aside from the Vatican. It's about time it joined the rest of the world in debauchery. [insert sarcasm]
