It'll be the next nuclear weapon. Nobody's going to use it, because everyone will think the other will use it more effectively.
Nerd moment: there was an episode of Star Trek: The Next Generation where they talk about a non-proliferation agreeement for cloaking devices. :-) Kudos to anyone who can identify that ep. ;-)
